Android ver 10 wi-fi behavior

Bummer.   I have found that android ver 10 and latest Chrome browser, do not like a private wi-fi island and will refuse to communicate to it.
 When connected, wifi announces "qualifying internet connection" ( or something like that ) and since there is no internet, only a stand-alone router, the wifi never qualifies the connection.   
    ( i got a new phone, and the new phone won't connect to the existing router)   So in the meantime, i'm using the old phone, but it's battery is on it's last legs (sealed case, not easy to open to swap battery).
  Anyone else come across this issue.
