Android ver 10 wi-fi behavior

Bummer.   I have found that android ver 10 and latest Chrome browser, do not like a private wi-fi island and will refuse to communicate to it.
 When connected, wifi announces "qualifying internet connection" ( or something like that ) and since there is no internet, only a stand-alone router, the wifi never qualifies the connection.   
    ( i got a new phone, and the new phone won't connect to the existing router)   So in the meantime, i'm using the old phone, but it's battery is on it's last legs (sealed case, not easy to open to swap battery).
  Anyone else come across this issue.

    phone wifi  ------->  wireless router <---- charge controllers w/fixed IP address ,  combox w/fixed IP address

Nothing specifically with your Android private wifi network problems--But is a link with some of the basic things to "fix" the no internet error in general (may allow you to connect anyway):

It looks like deleting the wifi connection on the phone and then refinding/connecting seems to be typical answer (for some folks).

Otherwise, can you just get a small USB power bank to use with the old phone (won't be as portable--but would work).

So, when I connect to an AP where there's no Internet access, Android 10 will pop up a notice after 10-15 seconds, which offers the opportunity to stay connected anyway (and remember that choice, if desired). Works fine.
