New DC inverter window unit, maybe better than LG, does come in a smaller 8000 btu... CEER of 15

Just saw this passed it Energy star rating with a CEER of 15! 
Has a funky 'U' shape so much like having a mini split with the compressor outside the window and you can mostly close the window;

    Curious about the "Plug N Play permission free" solar listed at the bottom of the above link. How do they get around not needing a permit from the AHJ? Likely it's not 100% "permission free".

    2.1 Kw Suntech 175 mono, Classic 200, Trace SW 4024 ( 15 years old  but brand new out of sealed factory box Jan. 2015), Bogart Tri-metric, 700 ah @24 volt AGM battery bank. Plenty of Baja Sea of Cortez sunshine.

    Comparing the LG window unit (not a mini- split which has a heating function) the DC part in the title is a bit off as this runs from AC first.

    The efficiency looks decent but still not near the current best splits. The sound level outside would be nice to know as a split is almost as quiet outdoors as inside. A split is almost at the threshold of audible BTW, and is hardly noticeable inside on auto.

    A warranty is often telling of the underlying value. Most of the namebrand mini-splits come with a 5+ year warranty some are 7 years.

     The window function with the window closed is fantastic and very nice for security if you can lock the window. Not sure about that from the link.
