Not sure about CO, but some states track mortality of certain types of eagles, and the cause of death. Give the CPW a call to see if they are interested.  https://cpw.state.co.us/

If actually electrocuted, there should have been some severe charring from the plasma / arc .

That makes some sense. Some wing feathers almost seem to be missing, will take a closer look.
Keep in mind that the simplest explanation are usually the correct one.  The bird may have just flown into a wire.

Softdown, as everything these days--Watch out for legal implications:

    https://en.wikipedia.org/wiki/Eagle_feather_law

The eagle feather law provides many exceptions to federal wildlife laws regarding eagles and other migratory birds to enable Native Americans to continue their traditional spiritual and cultural practices.

Under the current language of the eagle feather law, individuals of certifiable American Indian ancestry enrolled in a federally recognized tribe are legally authorized to obtain eagle feathers. Unauthorized persons found with an eagle or its parts in their possession can be fined up to $250,000.

Was electrocuted I think. Turns out that power pole trifurcates to feel separate farming wells. A lot of big wiring in an area where I had never seen an eagle. Returned it and coyotes hauled it off.
