if you were buying a controller like the Flexmate but didnt want to buy Outback.. what would you buy??
for 12,24,48 volt...

The chief question would be: why not the Outback? Without knowing that, any recommendation may just duplicate the OB's characteristic.
Assuming the issue is price, you could consider a PWM or MPPt from Morningstar:

Morning star makes a 60A MPPT controller too ?
I think Midnight has an 80A coming out too
