California PMRS requirement and cost?????

                    The California Solar Initiative has a requirement for metering called PMRS but if its cost over 5 years exceeds 1% of the system cost, its waived. Does anyone know how PMRS is done, who actually does it, and most importantly, for a residential system costing about $65K total at CEC 9.8KW solar PV system, what would it cost roughly over 5 years. Its hard to believe anyone could provide a service like that for $650 over 5 years but I haven't been able to find any cost data. Anyone have any knowledge about this?

Isn't PMRS only required for systems >10 kWatts in size (and commercial installations)?
I would not do it and would apply for the smaller equipment program which just gives out the rebate in "one chunk" at the beginning instead of spread out over 5+ years or so based on metered collection.
At best, you are probably only getting a 2-5% return on you money (as electric power reduction)--and a 1% added cost for monitoring is significant (plus you need a phone line/Internet connection for those 5 years too for automatic reporting--which you may already have for home use).
