Health risks of exercise in inclement weather?

Seems like 1/2 the body is cold due to the weather. The other 1/2 has a very light sweat due to the exercise. I am prone to mild to severe cold symptoms when engaging in significant exercise in inclement weather. Depends of how many days of exercise in inclement weather. 

Have not read of this phenomenon let alone an effective prevention. It's as if the phenomenon must be super rare. Is it though?

First Bank:16 180 watt Grape Solar with  FM80 controller and 3648 Inverter....Fullriver 8D AGM solar batteries. Second Bank/MacGyver Special: 10 165(?) watt BP Solar with Renogy MPPT 40A controller/ and Xantrex C-35 PWM controller/ and Morningstar PWM controller...Cotek 24V PSW inverter....forklift and diesel locomotive batteries

    Found nothing with a Google search. Surely the phenomenon exists for some.
