XW pro Recharge Voltage Setting

I am trying to fine tune my system to make it as hands off as possible. I am running into a problem with the Recharge Voltage setting. I was assuming that the inverter would enter into a bulk charge cycle when the voltage fell below the set number. I had mine set at 51volts, and nothing happened when it fell below this setting. 

XWPRO 6848 (firmware 1.11 bn49) open loop, grid tied.

Insight Local (firmware 1.18 bn41)

MPPT 100/600 (firmware 2.00 bn9)

5 kw solar DC coupled.

9 EG4LL 100a 48v Batteries

    on or offgrid.  There are 2 chargers in an XW system. The inverter/charger and the mppt's.  More details always help.
