Maybe you described why before, but if not, why the wire around/under the array?

my thought on that would be because it was easier. in viewing the array a regular extension ladder would be resting directly against the pv frame and could put undue pressure on them, so it would need a very tall stepladder instead that he may or may not have.

They explained it in another thread: code requirement to keep animals and children away from the equipment and high voltage. It was either put the mesh on the back of the PV panels or make a cage around the array.

That's correct. Putting up the wire mesh around the array was required for us to comply with our local code, and by enclosing in the entire array, it also prevents animals from staying under the array for shelter, and making a mess of the ground.
