Anyone know what the least expensive off grid stand alone inverter is that meets NEC for residential install?

NEC does not approved inverters; they cover installation. Are you thinking of UL approved inverters?
As for "least expensive" much of that has to do with the capacity of the inverter, and what deal you can find.

thanks looks like UL1741 is what meets code.
