The quasi-governmental citywide homes association, considered by many to be stodgy, has the last say on architectural aesthetics in the affluent enclaves of Palos Verdes Estates as well as the Miraleste area of neighboring Rancho Palos Verdes.
That means, for instance, that even a homeowner who wants to add a new coat of white paint to an already white exterior wall of his house must submit a color sample chip for review. And don't even suggest installing windows in your garage door - because that's not allowed.
In the association's view, the group is the final authority on "everything that is added or changed to the exterior of your home," according to its website. It is the job of the infamously fussy art jury, a group of architects, to interpret the protective covenants and restrictions that govern development in the affluent bedroom community.
But that conflicts with California law when it comes to the installation of solar paneling, contends Bartz, who owns South Bay-based ABC Solar.
