I live in Southern California.

Looking at getting a 12 panel system.
12 X Sharp NU-U235F4 235 watt panels
12 X Enphase M215 micro inverters

Sytem price is 25,000 before any federal and state rebates
After state and federal rebates just over $16,000 to me.

Is this a good price for a fully instlaled and permitted system?

    no that is not a good price.
    installer prices are going from $4 to $6 a watt in the USA.
    At the high end you woud be lookign at paying around $16,000 for your 2850 watt system
    After rebates the price should go down even more perhaps around $12,000.

    There are utility companies in some parts of southern California that also give around $2/watt rebate, check with yours to see if they have a program.

    That seems very high. Where in So Cal are you? I know a guy that does Solar installs in So Cal. If you are close to him, he might give you a bid or advice.

    I agree with the others. That does seem very high for a grid tied system. Now if you're going with an off grid system, that's a whole other story, as the price takes a nice jump when you go that route. Personally, I'd look around a bit more and get some other quotes.

    Quoted price ($8.86 / watt) is very high unless there's something unique about your install.

    As others have stated, price should be around $5.50-$6.00 / watt for an Enphase micro inverter system. A bit less if you go with a central inverter.

    In other words, your retail price should be closer to the after-rebate price your installer quoted. I would imagine $14 -$18k total, then subtract utility rebate and then subtract federal tax credit. Many installers will apply the utility rebate to your cost up front for you.

    Get more quotes.

    i think what's driving up the cost of his system is the 12 X Enphase M215 micro inverters, each panels has it own micro inverter so if one panel drops voltage the whole array won't drop..

    Why are you going with Micro inverters, are they really needed?

    As for equipment cost.

    12 Sharp NU-U235F4 235 watt panels at $450 each is $5400.

    12 Enphase at $200 each is $2400.

    Enphase wiring harness $1500.

    Misc hardware for panel mounting $1500.

    That is about $10,800 without installation labor or shipping charges.

    I'd say $16k-$18k before rebates is about right.
