There are motors that just use a resistor in series with starter winding to provide phase shift due to R-L. Its phase shifting is more limited than RLC arrangement and provides less starting torque. Auxiliary starter winding is more turns of smaller gauge wire.
For single phase induction rotor motors, it is necessary to have some form of two-phase electrical drive to provide rotating field to provide starting torque.
A normal three phase motor has the rotating field from three phase electrical drive so does not need an extra passive reactive component to provide additional phase. You might see capacitors on a three-phase motor but it is for power factor correction, not starting torque,
