hello,
Is it possible to connect solar panels whose general power is higher than the
power of the installed converter.
For example i have a converter of the type fronius IGplus 150 capable of producing 12600w, and panels installed and connected with a power of 25000 w will the converter stop at its production capacity (12600W)?

Yes it will throttle at it max AC output 12 kW per the 150 spec sheet. Max DC input is spec at 55.6 amps DC.
Your DC/AC ratio would be 1.98 which I have seen the Fronius line work without throwing a code but in my opinion a little high.
