Load diversion for Flex charge Controllers

I have 12kw PV system using 4 outback flex charge cont for 8-820AH lead acid batteries. By 10AM at least 2 charge cont are idle. Is there some way to divert the unused power to water heating.

You could consider using the ACTii controller and set it to divert when the panel voltage goes above power point.  This diverts the array voltage without using any battery.
