I have 2 x 12 volt 180 amp lithium batteries connected in parallel .I discharged them to about 12.3 volts during 5 days of cloud and now they are slowly recharging till they got to 13 volts .The sun is out and over about 3 hours solar was putting in a total of 30 amps per hour plus i connected a 20 amp battery charger for the same time. The batteries went up to 13.5 volts.Earlier in the summer those batteries floated at 14.4 volts but I can't seem to get there anymore. Is something wrong?

There is probably nothing wrong, 12.3V is close to 80% discharged, 80% of 360 Ah is 288Ah so 30A charge current would require ~9.6 hours, at 50A, ~5.8 hours. As it is not a problem for lithium batteries to be at, or used when in a partial state of charge, just continue using them if the sun shines, they will eventually become fully charged.
