Where to locate neutral to ground bond?

Recently discovered that there is no neutral to ground bond in our system. There are three locations where this could be done, in the distribution panel that is connected to our XW4024, in the main panel (about 5ft away from the inverter) or in the panel in the house.

Which is the best choice.......and why?

    I would put it in the box with the shortest, most direct route to the ground electrode. 

    As for terminology, "main panel" usually means the box with the neutral-ground bond.  The downstream boxes without the bond are subpanels of the main panel.
