12vdc laptop charger fuse?

Greetings,

I hope this isn't too far off topic, it is solar related.

The primary reason for a Kyocera 135w panel, cc, and 12v battery is to be able to recharge my wife's laptop.

Received the Pwr+ brand charger with no manual. Checked the fuse in the automotive plug, found 15 amp. The charger is rated: input 11.5 - 16vdc 5.6 amp max, output is 19vdc 3.42 amp (65 watts).

Why a fuse 3 times the max input amps? Isn't a fuse there to protect the charger and laptop, or am I just missing something?

    Essentially, fuses are installed to protect wires from overheating.

    You're right of course. I have some experience with residential wiring (12ga-20a, 14ga-15a), but I suppose if the charger fails, it would exceed 15a.
