If you feel the base is secure and the panels can be joined safely AND the additional hight won't leverage the lower panel off, its ok with me.  ( What state do you drive in ? )

    If only running 3 hours a day, you will not be getting 30% duty cycle except for the last 10 minutes. maybe the OP will come back and clarify things, but running 3 hours solid, will still suck power
