If you feel the base is secure and the panels can be joined safely AND the additional hight won't leverage the lower panel off, its ok with me.  ( What state do you drive in ? )

  I would simply use a 24V truck alternator, wired to the battery via a disconnect breaker, and allow it's internal regulator to do the job of bulk and absorb charging. Since you are burning fuel,…
