grundfos cu200 questions

I am working with a cu200 controller. Even when the button is off it still has power across both terminals. (the terminal that the pump wire goes to) If I try to get a reading from one terminal to ground I get nothing on the other one as well. Any ideas?

    Is this with the pump wired to the control. If it is without, then it could be bleed voltage from a solid state switch.
