24v charger

Hi I'm looking for opinions on this charger. I will be using it for my 24v starter batteries. http://www.ebay.co.uk/itm/131335166069 I have tried to search for it online but cant really find anything. I did find on another forum where someone had posted the manual and was asking for advice but had no replies. I don't have alot of cash to spend and this seems good value, what do people think? it won't be used often just as and when needed, as it is for my starter batteries not my off grid system.

    Is this intended for use on a flooded cell battery bank and as a backup charger--Or do you plan on this being the main charger? Charging AGM or other battery type? etc...

    I don't know anything about either charger. The first charger does not seem to be adjustable for charging voltage (and perhaps no temperature compensation--will charger+battery bank be in temperature controlled room or in an out building exposed to wide temperature swings?)..

    More questions than answers so far for those units.
