wind turbine help no charge

hi new to this i have just got a 2nd hand Aerogen Wind Generator i dont know if its a 12 volt or a 24 volt when taken down it had a 24 volt battery regulator on it so i gess its a 24 volt wind turbine i have tryed both 12 volt battery and 24 volt to charge and its only giving me 0.45amp just had 30 mph winds and still no good can anyone help plz

If I have the correct wind turbine, their manual has some pretty good debugging/test procedures towards the last few pages of the book:
