Will a Honda eu7000is be able to charge my 1072ah 48 volt forklift battery bank thru my 8kw radian on cloudy days?

Yes.
At 100 Amps and 48 Volts you'd be putting 4800 Watts into the batteries, well below the maximum output of the EU7000is. And there would still be room for a kW of loads. More load and the Radian will reduce charge rate as needed, then increase it again when the loads are removed. -
