24 volt in a 12 volt RV DC ground question

I may be over thinking here. Can the 24v battery and the 12v battery negatives connect?

The 24v bank positive will connect to a 24v inverter, 24v solar controller, and the 24v side of a Victron Orion 24/12. The 12v side of the Orion will connect to a 12v RV/Marine battery and the RV 12v system.

Yes. Negatives of two different Voltage systems can be connected together. In fact they should be.

The only time this isn't done is if the negative is not the 'zero': split-Voltage systems where negative is -V in respect to ground and positive is +V in respect to ground.
