    It is simple a safety design that must see good power for 5 minutes before turning on and when the poor or fail power conditions are detected does a complete shutoff of the AC output. This keeps the circuit safe for linemen working on nearby circuits.

    It is called anti-islanding as a reference to preventing an island of power on the POCO wires in the middle of a sea of failed or disconnected wires.
