Max Wattage for a C60?

If someone wanted to max out a C60 controller at 24v what should be used as the guideline for that calculation?
They will be using true 24v panels (2 true 12v in series). Should it be based on wattage, or IMP rating or Short-Circuit Rating?
I know the controller states 60amp continuous, and above that it cycles on and off to protect itself.

    Maximum current of the controller (60 Amps) times Vmp of the panels (35 for 'true' 24 Volt panels). Id est: 2100 Watts.

    Thanks so much. I had guessed that at being the proper calculation but I figured I would ask since I am still/always learning.
