Has anyone seen cells popping up with higher ratings than 21.5%? I read an article today that says they are up to 44% but I have never seen anything higher than the 21%.

Sure. Here is a panel supplier with cells that hit 30% efficiency. Expect to pay around $1000 a watt for them.
