Using the Classic sizing tool I arrived at 38.9 amps battery charging current for a 2240 watt PV array with a Classic 150. Rated array current is 31.28 amps. Will I be able to adequately charge and equalize a 464 amp hr battery bank? I'm within the 5% min but do I need at least a 10% charge rate to equalize?

Equalization uses very little current because it is done once the batteries are fully charged. It's a matter of holding them at higher than normal Absorb Voltage for an hour or two to try and force the SG up. Ideally it is done with no loads drawing.
BTW, on a 48 Volt system that array should touch 35 Amps peak current. About 7.5% rate. -

Provided it shines long enough to charge and EQ. Nice thing about generators: you can Bulk the batteries up first thing with the gen, let the panels do the Absorb, and then EQ.
