I assume you have more than a 100 watt array...
The controller did not show any current flow when the snap shot was taken (night?).
Can you measure the V-array and I-array when the sun is up and shining mid-day?
I would start checking electrical connections both up stream and down stream of the controller.

Its actually a snapshot of right now at 11 am.

Do you have a way of measuring DC current (shunt in system, DC Clamp Meter, etc.)?
If so--I would just bypass the charge controller and start trying to figure out if you have a wiring/connection problem somewhere--My guess would be from the controller to the array--But it could be anywhere.
If you don't have a DC Clamp Meter, just start using a volt meter and, starting with the battery, start measuring voltages up towards the array at each cable connection point (battery, battery bus, breaker, charge controller battery output, charge controller PV Input, combiner box, panel wiring, etc.).
It should be obvious... One point measures battery voltage, and another point measures many volts above battery voltage. Note that if the MPPT controller is working correctly (and just reporting amps incorrectly), the V-array should be around Vmp-array (or bouncing up and down if the controller is in absorb/float).

Looks like the target voltage is less than the battery voltage. Are you charging with another controller in parallel? -

Even if he is dual charging shouldn't that 28.3 be closer to 28.8V?
As it is, it looks like the Array is drawing power from the battery and heating the panels??

Perhaps a hard reboot (disconnect array, then disconnect battery power) for the controller?
