can the president of the usa really cut solar subsidies? I thought congress made the laws that did that? -

Congress makes the laws, the President has to sign or veto them. Furthermore he submits the budgets; no money requested for project, the project doesn't get funded.
It's never as simple as "the guy in charge". -

It is a big mess back there in 'DC (many states are not much better financial health)... President submits budgets that don't get even one vote. And now congress has not even bothered to past a budget for over ~3 years.
Things are tremendously "broke/broken" right now.

True dat. Partisanship aside, an energy plan that calls for stepping up fossil fuel production to the point where we are "energy independent" is in the first place, unsustainable, and in the second place, unfeasible. Unfortunately, many of the electorate will not see either point any more than they will see that... oh, never mind.It is a big mess back there in 'DC (many states are not much better financial health)... Mitt Romney sets an ambitious goal with his pledge to achieve U.S. energy independence by 2020. It's just too bad his plan relies almost entirely on fossil fuels and largely ignores the solid promise of clean energy.
