I found this web site that lets you view th national electrid code book online but I can't figgure out how to skip to a page in the middle of the book and hitting next page 300 times to get to page 300 gets really old

Probably not--It is copyrighted material and they make good money selling it.
List is ~$85, Amazon sells for $60.

according to wikipedia once it is adopted into law by a particular govt agency it becomes public knowledge

Cool... rollandelliott's link goes to a bunch of Government Codes which are essentially scanned (with OCR conversion for, at least, the one I downloaded so you can do text searches).
I always had issues with trying to get UL and other safety codes--Company would not pay for them, or locked up a single in one manager's office... We had to copy sections out (that we thought applied) to move the projects forward.
One place I worked with (Bellcore/Telcordia Labs--AKA "The Phone Company") would not do lab work for a manufacturer to confirm compliance to their specs.
So, we contracted with other labs and had them test to the specs...
Telcordia figured out very quickly they where not going to make any money if the sold one copy of their specs. and we paid once for a lab test and gave the ~500 pages free to any phone company division that wanted to purchase our product. This was just after the original Judge Green deregulation decision.
