Thanks much for the info. APS seems to be a moving target on what to expect with their incentive system. Just keeps getting worse is all one can say. Last time I checked the step downs were supposed to be in 8MW chunks. I get the impression they are spending significant amounts of the collected surcharges on TV advertising instead of on rebates.
