Solar efficiency rating

Hello everyone, this is my first post please bare with me if in the wrong location.

I wanted to know how the percent efficiency rating is conducted?

For example when a panel claims to be 12% efficient is this 12% of all the sunlight or only 12% of the visible light or even 12% of usable light for silicone?

    You get 1040 watts per sqare meter from the sun total power.

    If a panel is 1 meter square and generates 130 watts, then it is 13% about.

    So when you say the sun's output is 1040 Wm^2 this includes infrared light also?

    i know the cell 's efficiency is 17%,module is 14% in china :-)
