I have a sun pump sds-q-128 voltage is 12-30v. If I have a panel that puts out 45v could I just buy a regulator? Thanks

Not anything that I am aware of for non-battery based system.
If you are using a battery, you can use one of the quite a few MPPT type Solar Charge Controllers that can take higher voltage solar panels and down convert them to 12/24 volts very efficiently. Depending on how many watts of solar panels/battery bank voltage, an MPPT type Solar Charge Controller will cost around $250-$600 + batteries/fuses/etc.

Depends, is that 45 volts the open circuit voltage? If so, then this might work http://store.solar-electric.com/pca-30-m1d.html
However, if the Voc is listed at anything higher, you will probably blow out the controller as it has a max input voltage of 45VDC.
