There are new water cooled thermal electric coolers (TEC) that can blow some pretty cold air into enclosed battery boxes to keep them cooler in hot locations and tight spaces.
The drawback is they're power mongers. One I've played with needs nearly 50A to run but with the radiator connected to a source of water for cooling will blow some pretty cold air.
There are even some drink cooler companies making the TEC cooler a plug in for the car!
But for the power penalty and complexity they're not ready for prime time in larger scale refrigeration.
