Where to get rid of old and damaged nicads?
So far I've only found a place in Texas that charges $0.75 per pound with shipping.
They do not accept drop off.
I have 1500 lbs of Saft STM5-100MRE's.

Our local landfill has a area for hazardous materials which accepted ni-cad tool batteries.
