Redesigned documentation for Outback Radian settings for Fortress batteri

For those of you who have both Outback Radians + Fortress lithium batteries, I took their Rev1.6 recommendations (such as it is) and reformatted it to match more closely to what one would expect if one were using OpticsRE interface to manage their system. With these settings, my system is now purring like a cat. Suggestions for improvement welcomed.
