Wind Turbine Settings issue

Hi, have issue with Wind turbine(12V/300W) ,barely i get any charge from it. I have hybrid charge controller on which there is option of "Rising Charge Of Wind Turbine" but since is made in China some things get weird.
-When value is on default, 6V turbine rotates more freely but no mater how strong wing never rises up more than 10-12v and than suddenly drops voltage. 
-If i increase this value to 10V, turbine keeps more constant voltage but rotates at much lower speed and still never get any current in. Either voltage never rise over 12V.
So what does rising voltage exactly means here?  And at what value i should set it. Here is attached page from manual of charge controller
