Generator problems

Honda ex5500 blowing AVR's. My question is ---If I connect 12volts DC to the brushes and get 60 or 70 volts AC on the gauge, does that imply that the stator and rotor are OK?
3310 watts panels, Classic 200 controller, 8 Surette S530's, Xantrex 5548 inverter, Honda EX5500 backup Genny.
