In windy areas (i.e. W. Texas) would it be possible to design a small wind turbine that actually spins on power cables and are placed periodically as an energy boost?

I am not quite sure I understand your question... Is it that you want to have the wind turbine "backfeed" energy to your utility lines (aka "turn the utility meter backwards"?
Or are you trying to both do battery charging (off grid) and "Grid Tied" depending on your needs and available wind?

And what size is a "small wind turbine" for you (400 Watt, 3,000 Watt, 10,000 Watt)?
