PECO is terrible to work with. I would like to see everyone that currently works there, fired.
When they charge their client like this the client gets no reduced electricity rate, and the upgrades are then considered PECO's asset

It seems that the power company wants him to pay for upgrades they are supposed to pay for. For that price he could double the array size and, store all the excess.
