 my understanding is they only can make as much amps as the panels can put out is that right? im wondering since my mppt fried last night and im just running the 36 volts to my xantrex c35 and it seems to put out only about 13 amps. so im wondering if i got back to  4 12 volt panels it would give me closer to 20 amps?
600 watts of solar panels,Epever 30 mppt , 2 PWHR12500W4FR battery's in 24 volt setup

    You are correct. Assuming you have Vmp=18 volt panels driving a 12 volt battery bank. And you have reasonable cabling from array to controller to battery bank.

    A pwm controller, basically, is an on/off switch. The switch being voltage/computer controlled. Not much more.
