    You ask the people of Arizona if we should be the Solar Capital of America and they all agree, but the state leadership just doesn't seem to get it.
    Pretty short sighted to be worried about ensuring low cost (cheap/dirty) power but blow the big business opportunity of being the example of how to best do solar as well as to develop the industry that could sell it to everybody else.

    It has to be part of the APS agenda, they bought and paid for last fall.
