Could someone explain REC credits

I know REC credits are renewable energy credits, but what do I get for them and what's the point?

Wikia has some uses... REC.
At least in 2006, they were worth around $0.01 to $0.03 per kWhr (if you can get signed up and sell them?)...
I guess, this means that somebody (like Al Gore) gets to claim to be 100% carbon neutral--while it means that the person selling the credits (who has the solar/wind power generation) is now near 100% coal+nuke (for TVA).
So--if you sell your green tags--then you are no longer green! Right??? Sort of like selling your soul to the Devil.
