That panel comes in two forms: junction box only, or with MC4 connector pigtails. If it's got the MC4 wires on it they just plug together positive to negative. If it has the junction box you hard wire between the two or add your own cables (buy 'extension' MC4 cables and cut in half to create one positive and one negative; make sure you get the polarity right).
