Is there a way for me to waterproof a non-waterproofed panel or solar cells??
I have a panel that I would like to keep outside and not have to worry if it rains.

Not any way that will last more than a few seasons or so...
And, you have to be careful of what you use to seal the assembly... Many will out-gas (like silicon seal--needs moisture to cure and out-gasses acetic acid--aka vinegar).
