    What a game!
Start up a bunch of panel makers in your country.
Sell panels for less than cost forcing makers in other countries to go broke.
Having eliminated the 'outside' competition drop the superfluous makers at home.
Create a shortage of panels causing the prices to rise on the now-cornered market.

If the US had played the game by the same rules as they did, they wouldn't be able to do that to us. Sometimes you have to fight fire with fire.
