    The Chinese have a good rebuttal though: All EU agricultural produce is subsidised, so the Chinese then have a right to put tariffs on their import.

    Right; there is no end to that spiral. IMO the way to level the playing field when China subsidizes PV is to do the same thing ourselves. Tacking on import duties here may help US manufacturers sell their products in the US but it does nothing to help them in the global market.
