minimum distance from ground for mounting ground mount PV combiner box?

I have a midnite solar mpv12 breaker/combiner box. I am mounting it under a ground mounted solar array. the wires from the grid tie inverters to the box are a little short. therefore i'd like to mount this box only around 2' above the ground. is this acceptable under the NEC(national electric code)? It's pretty well protected from the elements since it under the panels.
